    Map each allegation to the evidence and draft the investigation report and interview outlines.

    The case theory, minus the theory

    The investigator does not get a conclusion. The investigator gets a map of the record, with the holes in it marked: what is strong, what is thin, and what is missing.

    Every fact, cited and statused

    Every material fact is extracted with a source citation, a verbatim quote, and a status: verified, to verify, or disputed. Secondhand statements are labeled as such.

    The allegation map

    Each allegation is mapped to the facts that support it and the facts that do not, with a status from the record: supported, to verify, or not supported. A description of the record, not a conclusion.

    The interview plan, from the gaps

    Every open interview has topics, the documents to reference, and the open questions. The next interview is planned from the table, not from memory.

      Scope the matter

      The allegation set

      • Every document inventoried: date, kind, author
      • The allegation set is established from the complaint or referral
      • Unreadable items go to Exceptions, never guessed at

      The outcome: A clean scope of the investigation, with the allegations on the table.

      • A status for each: verified, to verify, or disputed
      • Hearsay and secondhand statements are recorded as such, with the source

      The outcome: A fact base where every row can be traced to a document, and the strength of each fact is visible.

      • Facts, allegation map, interview plan, policy references, and gaps in one cited XLSX workbook
      • The investigation report is generated from the same fact base
      • As interviews complete, re run and the fact base and allegation map update

      The outcome: A draft for attorney review that is the investigation in miniature, with the audit trail kept.

    The skill does not conclude that an allegation is true or false. It maps the record, marks the status, and names exactly what would move an allegation from to verify to supported.

    Every fact is cited

    Every matrix row and every report statement points to a source document. If a fact cannot be cited, it is not in the output.
